Yorktown Square Apartments Designated as Revitalization Area

YORK COUNTY — The York County Board of Supervisors adopted a proposed Resolution R25-31 to designate property located at 100 Barham Blvd. (known as Yorktown Square I) as a Revitalization Area to support the Community Housing Partners (CHP) Renovation Project at its March 4 meeting.

Yorktown Square I provides affordable housing for low-income residents of York County.

According to a memo sent to the board, County Administrator Mark Bellamy described Yorktown Square I as an existing 56-unit affordable multifamily community that spans approximately 4.46 acres and includes seven two-story townhome buildings and one maintenance/laundry building.

Initially constructed in 1972, in 2005, Community Housing Partners (CHP) acquired the property and completed a rehabilitation project using Low-Income Housing Tax Credits (LIHTC).

LIHTC properties have a 15-year compliance period. Once this period expires, properties
are eligible to apply for additional tax credits to fund renovations. Yorktown Square I
became eligible for additional LIHTC funding in 2020.

According to documents, CHP intends to apply for LIHTC funding to significantly renovate Yorktown Square I to ensure the continued provision of safe, high-quality affordable housing.

The planned scope of work includes renovating all 56 apartment units by replacing kitchens and bathrooms and installing new high-efficiency HVAC systems, appliances, and light fixtures. The apartment buildings will receive new roofs and windows, while the exterior façade-comprising 50% brick and 50% hardy plank will be replaced or repaired as necessary.

The project site will also see improvements, including repairs or replacement of parking lots, driveways, and sidewalks as needed. Site lighting will be enhanced, and new dumpster enclosures will be installed.

CHP will act as both the Developer and Property Manager for the project.

The estimated total development cost to renovate Yorktown Square I is $16.5 million and the project will be funded through a combination of Low-Income Housing Tax Credits, VHDA REACH Funding, National Housing Trust Funds, DHCD HTF/HOME financing, NeighborWorks funds, and a Seller’s note.

All units will be reserved for households at or below 50% of the area median income. For a family of four in York County, the 50% income limit is $50,350.
