
A proposed development in Lightfoot might leave a big footprint.
Lightfoot Development, LLC based in Gainesville, Va. has proposed building a residential and commercial development at the intersection of Lightfoot and Old Mooretown Roads, according to a proposal filed with York County’s Planning Commission.
The development would be located across Richmond Road from Lightfoot Crossing, which houses Harris Teeter.
The proposal calls for 276 “class A luxury apartment” units and 20,000 square feet of retail space on 22.4 acres owned by Lightfoot Development.
“With its upscale apartments and extensive amenity package and close proximity to Sentara Williamsburg Regional Medical Center, the Lightfoot project is specifically designed to appeal to two demographics: the young and the aging,” the developers stated in their proposal.
Lightfoot Development plans to name the community “The York.” It will include four retail buildings along the main entrance to the development with exposure to Lightfoot Road, but retail tenants have not yet been chosen, the proposal states.
Construction of the retail buildings may not be completed by the time the residential buildings are finished, as that will depend on demand for the retail space, the proposal states.
According to the documents, there is a “staggering” 133,690 square feet of commercial space available for lease within 1.5 miles of the site, which has been available for almost three years.
“This metric strongly supports the adage that to have viable commercial, you must first have ‘rooftops,'” the proposal read. “This project will not only help bolster retail and office sales at the proposed project but help support the adjoining shops and surrounding retailers.”

According to the proposal, residents will be offered amenities such as a pool with handicapped access, a covered pavilion, stainless steel barbecue grills, an outdoor television, and a landscaped lawn.
Tenants will have 24-hour key access to the 5,000 square foot Club House, which will host fitness equipment, a media room, a business center, a recreation room with a pool table, games and television. The amenities will be available for a one-time fee.
Projected rents for the apartments fall between $1,100 and $1,550 per month, depending on the apartment model. Lightfoot Development’s proposal indicates there will be 72 one-bed and bath apartments, 156 two-bed and bath apartments, and 48 three-bed and two-bath apartments available.
Construction of the apartments will begin roughly eight months after the rezoning is approved, and will last around a year-and-a-half.
The principals of Lightfoot Development, LLC have also completed commercial buildings in Manassas Park, Steling and Gainesville, Virgina, according to the application. The developer has constructed apartment homes in Charlottesville, Fisherville, Louisa and Zion Crossroads.
York County planners will review the proposal at their Aug. 9 meeting, at which point they will vote whether to recommend the proposal to the county’s Board of Supervisors.
