Floyd Hugo Miles, Sr., 77, peacefully transitioned from this life on August 8, 2026.
Born June 29, 1949, he was the cherished youngest son of the late Alphonso Miles and the late Mary Frances Smith Miles. He was also preceded in death by his beloved son, Floyd H. Miles, Jr., and his brother, James “Jimmy” Miles.
Raised in Charles City County, Floyd graduated from Ruthville High School in June 1967 and continued his education at Virginia Union University, where he earned a Bachelor’s Degree in Business Administration. He was a proud and active member of Phi Beta Sigma Fraternity, Inc. Floyd went on to build a distinguished 30+ year career at Philip Morris USA, rising through roles of increasing responsibility and retiring honorably in 1996 as Special Projects Manager.
Floyd accepted Christ at an early age and joined Elam Baptist Church. He later became a devoted member of Little Elam Baptist Church, where he sang in the choir, served faithfully as a Deacon, and participated in numerous ministries and organizations. His faith shaped his character, his leadership, and his unwavering commitment to serving others.
Floyd’s influence extended far beyond the church. He was a structural leader whose imprint touched local governments, regional development, and state-level policymaking in Virginia. His public service reflected a lifelong dedication to strengthening the civic, cultural, and economic fabric of Charles City County and the Commonwealth of Virginia.
In 1987, Floyd was first elected to the Charles City County Board of Supervisors, where he served more than 21 combined years, including multiple terms as Chairman. His tenure was marked by vision, courage, and a relentless pursuit of progress. Among his many accomplishments were establishing a stand-alone county library, developing a regional landfill, constructing new water plants in District 3, bringing the first solar plant to the county, and restoring the county’s fund balance — all lasting markers of his leadership.
Floyd also served four consecutive sessions (2002–2005) in the Virginia House of Delegates, representing the 74th District (now 81st), which included Charles City County and portions of Henrico County, Prince George County, and the City of Hopewell. In Richmond, he championed legislation addressing local government authority, commerce, and regional transportation infrastructure, ensuring rural communities had a strong and respected voice at the state level.
His service extended across numerous civic, historical, and community organizations. He was a Golden Heritage Member of the Charles City County NAACP, a member of the Charles City County Civic League, American Legion Post #61, Charles City Progressive Lodge #297 Free and Accepted Masons, and the Ruthville High School Alumni Association. He served as Moderator of the Dover Baptist Association, a member of the Board of Trustees, a lifetime member of the NAACP, and a member of the Virginia Baptist Historical Society. He also contributed his insight as a member of the Advisory Board for Bon Secours Memorial Regional Medical Center and served eight years on the Charles City County Social Services Board.
A man of courage and conviction, Floyd served as a member — and later Chief — of the Charles City Volunteer Fire Department, even using his family home as collateral to support the department’s mission. Floyd tirelessly and consecutively ran for — and won — the seat on the Board of Supervisors for District 3, ensuring the citizens of District 3 always knew he was the right man for the job. Even as his health declined, his mind remained sharp,and he continued offering guidance and wisdom to all who called upon him.
Floyd leaves to cherish his memory his devoted wife of 55 years, Clem Elizabeth Wallace Miles; four children – Sean T. Miles (Karen), Jonathan D. Miles (Stormie), Michael A. Miles (Lili), and Sara Whitehead; one daughter in law, Denise Miles; ten grandchildren – Argenai’, Breshai’, Jaiden, Kaleyah, Landon, Logan, Mason, Rashad, Steven Jr., and Taequan; one great grandchild, Jaylen Williams; siblings, “A.D.” Miles (Eva), Sarah B. Christian (Herald), and Patricia Dianne Jones (Robert); sisters-in-law – Anna Adkins (Dudley), Dorothy Armstead (Michael), Brenda Copling (Wesley), and Wilhemenia Young (Tyrone) along with a host of nieces, nephews, extended family, and devoted friends. Floyd was deeply grateful for those who ensured he was cared for with love and dignity.
Extraordinary care and companionship were provided by Trinity Hospice members, Brandi Trumble and Jennifer Carter Tsimpris, both of whom he dearly loved. Affinity Hospice nurse – Ashley Hogan, and devoted friends William (Sonny) and Carol Lewis, Brenda Schlosser, Sabrina Gissendaner, Brenda Brown, nieces – Carretta Murray and Rosetta Barnes; sitter JP Price; caregivers – Larrette Woodley, daughters-in-law who gave their undivided attention when in his presence Denise, Karen, and Lili and granddaughters Breshai’ and Argenai’ and Kaleyah; and special recognition to nurse and daughter-in-law Stormie for early mornings, mid-day and nightly attentive care; and last but not least caregivers, advisors and unwavering pillars of support – Nita and Butch Winston who faithfully helped at a moment’s notice.
