Local Cat Rescue Seeks Donations Amid Reported Zoning Issues

WILLIAMSBURG — A local cat rescue is seeking donations and public support amid zoning issues in Newport News.

Purrhaps It’s Serendipity, a Hampton Roads cat rescue and sanctuary, recently learned that the nonprofit was operating illegally according to current Newport News zoning laws.

Catherine Lanning, who runs the rescue and works as a veterinary assistant at Williamsburg Veterinary Clinic, said that she was recently alerted to rules that make her rescue non-compliant according to Newport News zoning laws. Since then, the rescue has learned it is in jeopardy of facing closure unless a conditional zoning permit is acquired.

The rescue currently offers a place for stray and feral cats, in addition to taking in special needs, medically challenged or cats with behavioral issues.

“My biggest fear is that of the safety and security of my rescues. I can’t fail them! I promised them all when I took them in, I would protect them and give them a safe place to lay their heads,” Lanning said.

Lanning is currently trying to apply for a conditional use permit through the city, which costs $800. As the rescue is a nonprofit, it does not receive any state or local funding and relies solely on donations from the public to operate. Now, the rescue is taking donations from the community to help offset the cost of the permit application.

“Every dollar we raise normally goes straight to food, litter, medications and vet care for these fragile kitties — not legal and zoning battles. But if we don’t fight this, we risk losing the safe haven they depend on,” Lanning said.

In addition to donations towards the legal and zoning fees, Lanning is also asking the public to come forward if they have any knowledge of zoning laws in Newport News, current zoning and rezoning rules, legal, planning or nonprofit expertise, or connections to help the rescue.

“We’ve always believed in the power of community, and today we are leaning on that belief more than ever. If you can help, or know someone who might be able to, please message us directly,” Lanning added in a Facebook post.
