WILLIAMSBURG — Williamsburg Police Department (WPD) announced a man from New Kent has been charged with unlawfully creating an image of another and possession of obscene items.
Investigators with the Criminal Investigations Bureau discovered on Oct. 12 that 59-year-old Richard Gibson, of New Kent, attempted to place his cell phone between the legs of an unsuspecting woman, police said. Investigators said Gibson’s cellphone recorded the incident, which occurred on Sept. 30 in the 5000 block of Richmond Road.
According to WPD, on Oct. 14, investigators obtained the two misdemeanor warrants for Gibson’s arrest.
Gibson has not yet been served the arrest warrants. Investigators ask anyone with knowledge about Gibson’s whereabouts or additional information to contact WPD at 757-220-2331.
Gibson is described as a white male, 6 feet tall, 200 pounds, with blue eyes and black hair.
