Two face felony neglect charges after leaving baby in car at Premium Outlets, police say

Two Henrico residents are charged with felony child neglect after they allegedly left a baby in a car while shopping at the Premium Outlets in Williamsburg last year.

One man, 36-year-old Nagoor G. Sukoor-Abdul-Razak, was arrested Sept. 23, a year after the alleged incident, but warrants for an adult woman are still outstanding, according to James City County Police spokeswoman Stephanie Williams.

Sukoor-Abdul-Razak and Prasilla B. Saleem, 29, were shopping at the Premium Outlets on Richmond Road around 5 p.m. Sept. 10, 2016 when James City County Police were called to the parking lot near Sketchers, Williams said.

An off-duty Petersburg police officer had alerted outlet employees that there was a baby alone in a running vehicle, Williams said.

Police determined that the baby had been in the vehicle for at least 45 minutes, Williams said.

Police obtained arrest warrants for felony child abuse four days later, on Sept. 14, 2016.

Sukoor-Abdul-Razak was arrested Sept. 23, by Chesterfield Police, Williams said. He was transported to the Chesterfield Jail.

The warrant for Saleem had not been served as of noon Oct. 9.
