A 22-year-old James City County woman is facing a child abuse charge after video from her cell phone allegedly showed her kicking her 2-year-old daughter off a toilet trainer and throwing objects at her.
Deputy Chief Stephen Rubino of the James City County Police Department said Kimberly Michelle Hines’ boyfriend reported the alleged abuse to Child Protective Services. A joint investigation with CPS and the police department then began.
Hines is alleged to have used her cell phone to videotape her kicking the girl off a toilet trainer seat, throwing a book, pillow and a child’s toy at her and cursing repeatedly at her. The girl had minor injuries, including bruising and cuts.
Rubino said there is no indication anyone else was involved. The abuse allegedly occurred July 20 in the 100 block of Lafayette Boulevard in the Lafayette Village Apartments off Longhill Road in James City County.
Hines was arrested July 21 and charged with felony child abuse and misdemeanor domestic assault and battery.
