
Acting Assistant James City County Administrator Adam Kinsman has been named to permanently fill the position beginning May 1.
In an announcement Monday, Acting County Administrator Doug Powell named Kinsman to the position.
“In Adam’s tenure as Deputy County Attorney, he has worked closely with all of the departments and has a broad knowledge of the County operations. As importantly, he has developed strong relationships both internally and externally,” Powell said in a news release. “His knowledge and skills will be especially helpful in supporting a new County Administrator.”
Since former James City County Administrator Robert Middaugh was fired in November, there has been some restructuring at the upper management level in the county. Former Assistant County Administrator Doug Powell was named acting county administrator and general manager of the James City Service Authority in March, while Kinsman was named acting assistant administrator.
The county is currently in the process of finding and hiring a new permanent county administrator, which is expected to be done by the summer.
Kinsman formerly worked in the county’s legal office, first as assistant county attorney beginning in 2005 and then as deputy county attorney after a 2007 promotion. Kinsman’s duties as assistant county administrator will include serving as the liaison between staff and citizens and the county’s Board of Supervisors, representing the county on various boards and commissions and managing county projects.
Kinsman has a bachelor’s degree from the University of Virginia and a law degree from the University of Richmond. He serves on the United Way of Greater Williamsburg, LEAD Williamsburg and Williamsburg Bar Association boards.
“I appreciate the confidence placed in me by Doug and the members of the Board of Supervisors and I look forward to continuing to serve the citizens of James City County in this new role,” Kinsman said in the news release.
