The James City County Police Department is investigating after a man reportedly parked his vehicle near two 13-year-old girls playing in a front yard, got out and started masturbating until an adult came outside.
Maj. Stephen Rubino of the James City County Police Department said the incident occurred at about 3 p.m. Nov. 2 on the 8900 block of Barnes Road. He said the man began masturbating once he was out of the car and that he motioned for the girls to come over to him. The girls did not approach him.
Once an adult came outside, the suspect got in his vehicle and left. He is described as being a chubby Hispanic male with curly hair who is between 20 and 30 years old. His vehicle is described as a gray four-door sedan from the early 2000s.
