Early Voting Begins Friday on Congressional Map Redistricting Ballot Question

HISTORIC TRIANGLE— Virginia voters will decide on April 21 whether to approve a constitutional amendment allowing the General Assembly to redraw congressional district maps mid‑decade, a move that could reshape the state’s political landscape ahead of the 2026 elections.

The proposal on the April 21 ballot would amend the Virginia Constitution to allow the General Assembly to redraw congressional district maps between the regular post-census redistricting cycles. The measure was passed by the General Assembly in 2023 and, if approved by voters, would let lawmakers adjust districts before the next scheduled redistricting in 2031. Supporters have said the change is intended to reflect population shifts that have occurred since the 2020 Census.

Opponents have filed legal challenges arguing that the amendment is unconstitutional. A circuit court initially issued an injunction delaying preparations for the vote, but the Virginia Supreme Court later allowed the referendum to proceed on April 21. If approved, the amendment would apply to all of Virginia’s congressional districts, potentially affecting elections for the U.S. House of Representatives.

On March 6, early voting for the possible amendment change begins in the City of Williamsburg, James City County, and York County. WYDaily compiled a list of the three localities and their voting information.

City of Williamsburg

Residents in the City of Williamsburg can vote early by visiting the city municipal building Monday-Friday from 8 a.m. to 4:30 p.m. Voting will also take place on Saturday April 11 from 8 a.m. to 4:30 p.m. and Saturday April 18 from 8 a.m. to 5 p.m.

Election Day voting will take place on April 21 from 6 a.m. to 7 p.m.

The deadline to request an absentee mail-in ballot is April 10. The deadline to register to vote is April 14.

James City County

Residents of James City County can vote early by visiting the vote center at the county’s Office of Elections. Voting hours are scheduled Monday through Friday from March 6 to April 17 from 8 a.m. to 5 p.m. The office will also be open on Saturday April 11 and 18 from 8 a.m. to 5 p.m.

Election Day voting will take place on April 21 from 6 a.m. to 7 p.m. Polling location information can be found through the county’s election website.

The deadline to request an absentee mail-in ballot is April 10. The deadline to register to vote is April 14.

Residents of York County can vote early by visiting one of two York County Registrar’s Offices. Both offices will be open from March 6 through April 17 from 8:30 a.m. to 5 p.m. Both offices will also be open on April 11 and 18 from 9 a.m. to 5 p.m.

The York County area location is located at 5322 George Washington Memorial Highway and the upper York County area location is located at 6614 Mooretown Road, Ste. A.

Election Day voting will take place on April 21 from 6 a.m. to 7 p.m. Polling location information can be found on the county’s election website.

The deadline to request an absentee mail-in ballot is April 10. The deadline to register to vote is April 14.
