JAMES CITY COUNTY — James City County (JCC) will present its Fiscal Year 2025-2026 Proposed Budget and ask for feedback from citizens during a series of Budget Community Meetings this April.
The Proposed JCC Budget totals $289.3 million for FY2025-2026, a decrease of $40.9 million compared to FY2024.
Highlights of the proposal include:
- No tax rate change. The real estate tax rate is proposed to remain at 83 cents per $100 valuation. The personal property tax rate is recommended to remain at $4 per $100 valuation.
- The Proposed Budget includes no new fees or proposed fee increases, other than to the County’s ambulance transport services, to align with Medicare reimbursement rates. These fees would be effective July 1.
- Anticipated debt service increase for a Pre-K space and a new General Services Building.
- Funding for investments in county staff retention and compensation.
- Increased funding to support WJCC Schools’ request to support teacher and staff pay raises.
Williamsburg-James City County Public Schools (WJCC Schools) and Public Safety receive the greatest portion of General Fund dollars, representing 43.4% and 14.1%, respectively, of the FY2025 budget.
Budget Community Meetings
Each member of the JCC Board of Supervisors will host a public meeting in their respective districts on the proposed budget.
Each Budget Community Meeting will feature an overview of the proposed budget by County Administrator Scott Stevens, followed by Q&A session.
The format and presentation will be similar at each meeting, so citizens who are unable to attend the meeting in their voting district are welcome to attend in a different district.

- April 3, 6 p.m. with Board of Supervisors Chair Ruth Larson representing Berkeley District at Legacy Hall, 4301 New Town Ave.
- April 4, 6 p.m. with Board of Supervisors Vice Chair Jim Icenhour representing Jamestown District at the James City County Recreation Center, 5301 Longhill Road
- April 8, 6 p.m. with Supervisor Barbara Null representing Stonehouse District at Toano Middle School, 7817 Richmond Road
- April 10, 6 p.m. with Supervisor Michael Hipple representing Powhatan District at Hornsby Middle School, 850 Jolly Pond Road
- April 11, 4 p.m.* with Supervisor John McGlennon, Roberts District at the James City County Government Center, 101 Mounts Bay Road, Building F
*The Roberts District meeting has an earlier start time.
A public hearing for the proposed budget will be held during the Board of Supervisors’ April 9 meeting, and the board is expected to adopt a budget at its May 14 meeting.
