Woman charged with manslaughter in crash that killed 50-year-old pedestrian

A 30-year-old woman has been charged with manslaughter after police say she hit and killed a 50-year-old woman while driving on Richmond Road in June.

Amanda Marie Counterman-Jobb, of Charles City, was indicted by a grand jury Nov. 15 in connection with the death of James City County resident Sheila Cowles, according to James City County Police spokeswoman Stephanie Williams.

Police believe the 30-year-old was operating under the influence with a child in the car, Williams said.

Counterman-Jobb is charged with felony child abuse, driving under the influence of drugs, reckless driving, involuntary manslaughter and involuntary manslaughter while driving under the influence.

Police responded to a pedestrian and vehicle crash in the 9200 block of Richmond Road around 11:25 a.m. June 26.

Police believe a 2010 Ford Explorer, driven by Counterman-Jobb was driving east on Richmond Road when it drifted off the side the road, striking Cowles, police said.

Williams said Counterman-Jobb had a 5-year-old child in the car at the time of the crash, and was under the influence of prescription medication.

She will face the two misdemeanors and three felonies in the Williamsburg-James City County Circuit Court. Her next scheduled court appearance is Wednesday at 10 a.m. for a bond hearing.

If convicted, Counterman-Jobb faces up to 36 years in prison, including a maximum sentence of 5 years on the child abuse charge, 12 months on the reckless driving charge, 10 years on the involuntary manslaughter charges and 20 years for the involuntary manslaughter while driving under the influence charge.

Counterman-Jobb also faces a mandatory minimum or five or 10 days in jail depending on her level of intoxication, according to Virginia Code.
