Cesar Meneses Alegre, 89, of Virginia Beach, Virginia, passed away peacefully on May 26, 2026, surrounded by the family whose lives he shaped with quiet strength and boundless love.
Born on September 20, 1936, in the humble municipality of Camiling in Tarlac, Philippines, Cesar carried with him the values of his upbringing—faith, perseverance, and deep devotion to family. After graduating from Camiling College, he answered a higher calling and joined the United States Navy in 1963, beginning a journey that would define his life of service.
For 29 years, Cesar served his adopted nation with honor, integrity, and unwavering dedication, ultimately retiring as a Master Chief Petty Officer. His career reflected not only professional excellence but a steadfast commitment to mentoring, leading, and uplifting those who served alongside him. After his military service, he continued to give of himself through civil service roles supporting the U.S. Department of Navy and the U.S. Department of Agriculture until his final retirement.
Cesar’s proudest legacy, however, was his family. He is survived by his loving wife, Nellie Rabulan Alegre; his four children—Dave (late wife, Grace Malinag Alegre), Paul (Susan), Melannie (Michael Rhoad), and Reginald; and his grandchildren—Christian, Alinah-Noelle, Nathaniel, Ethan, Valerie Faith, Samuel, Chance, David Nicholas, Aaulani, and Benjamin—each of whom brought him immeasurable joy. He is also survived by his older sister, Elsie Hipolito; many adoring relatives—including nieces, nephews, cousins, and extended family whose lives he touched deeply; and he is welcomed into eternity by his beloved parents and his four older siblings who preceded him in death.
Cesar lived a life marked by quiet wisdom and profound generosity. He nourished the hearts of his family as faithfully as he nourished their bodies. His cooking—rich with tradition and love—was never merely food. It was his language of unity, gratitude, and celebration. Across decades, he curated a watch collection that symbolized his profound appreciation for time itself—how precious it was, how quickly it passed, and how much meaning could be found in every moment.
Rooted in faith, driven by hard work, and anchored by his unwavering devotion to those he loved, Cesar leaves behind a legacy not etched in material achievements, but in the lives he touched and the spirits he lifted. Those who knew him will forever carry the lessons he embodied: humility, resilience, compassion, and the quiet power of love expressed through action.
Though his time on earth has ended, the love he gave and the laughter he shared will echo through generations. His presence—steady, comforting, and wholehearted—remains a guiding light. Fair winds and following seas.
In lieu of flowers, the family is gratefully accepting donations to help honor his memory and support his loved ones during this time.
Burial with military honors will take place at Woodlawn Memorial Gardens on Tuesday, June 2, 2026 at 11:00am, with a reception to follow.
