Richard Walter Kowaliw, 89, of Williamsburg, Virginia passed away on May 26, 2026.

Mr. Kowaliw had been a former technical consultant to DoD and defense contractors within the Washington, D.C. area as well as Hampton Roads, Virginia for over 40 years.

He was born in New York, NY; raised in Binghampton, NY and attended Syracuse University. He initially had been a founding member of a successful Washington area systems engineering company which subsequently was acquired by EG&G, Inc. and during his career he went on as a private consultant to serve area military/industrial facilities and institutions including Langley Air Force Base and Old Dominion University.

Later in his career, he distinguished himself as an Advisory Council member of the Salvation Army’s Virginia Beach Adult Rehabilitation Center (ARC) where he helped to establish healthcare in conjunction with the Eastern Virginia Medical School for the benefit of 120 ARC residents.

Mr. Kowaliw also supported efforts of the Boys and Girls Club of the Northern Neck to make available vocational training for high school seniors. He supported the Little Sisters of St. Francis, a Williamsburg organization of African Nuns, to provide care for local physically and mentally disadvantaged individuals.

Mr. Kowaliw is survived by his daughter, Kelly Browning of Reston, Virginia; a grandson, Worth Richard Browning of Inwood, West Virginia and a great-grandson, Worth Richard Browning, Jr., also of Inwood, West Virginia.

Mr. Kowaliw will be interred at the Columbarium of the St. Bede Catholic Church in Williamsburg at a later date.
