JAMES CITY COUNTY — On Thursday, June 17, James City County Police Department (JCCPD) announced that an arrest had been made in a June 11 “peeping tom” incident at Williamsburg Premium Outlets.
A female victim relayed to police that she had been filmed or photographed while in a dressing room at the Polo Ralph Lauren store located at the outlets. She reported that she spotted a hand holding a phone over the dressing room entrance, pointed in her direction.
The investigation went on to reveal that a store employee, identified as Elijah Nicholas Carle Rice, 23 years old of James City County, as a suspect in the case. Rice was arrested on June 17 and charged with peeping or spying into a dressing room (Virginia Code § 18.2-130). He has since been taken to Virginia Peninsula Regional Jail.
