VIRGINIA BEACH — The reasons behind how — and why — a 22-year-old local man wandered into the gym at Thalia Elementary School Tuesday morning remain unclear, and police say they are investigating the incident.

The man, later identified as Joseph Andrew Miller, was booked into jail on suspicion of trespassing on school property and disturbing the peace. He is being held without bond – he’s listed as “unbondable,” according to records from the Virginia Beach Sheriff’s inmate lookup tool.

Police were dispatched to Thalia Elementary School around 8 a.m. on a report of a suspicious man.

There, officers found Miller in the gym. Police said he “was unarmed,” and there were no students in the gym during that time.

The call also resulted in a brief lockdown of the school – administrators released information to the parents, police said.

Police did not provide additional details about the incident, citing an open investigation.
