State police reported that officers responded to a pedestrian on the southeast bridge of the HRBT.
Dispatchers were notified of the pedestrian at 2:59 p.m. on Wednesday afternoon. Officials said that when officers arrived, they found a person in the water below. A life ring was thrown to the person.
A Norfolk Police Department boat also responded to the scene and is attempting to bring the person on board, according to police.
