York County Administrator James McReynolds will present his proposed budget for the upcoming fiscal year at a board of supervisors meeting Tuesday.
The proposal from McReynolds will give the supervisors a starting point as they work to pass a budget for fiscal year 2015, which runs from July 2014 through June 2015. The budget funds operations in the county, including the York-Poquoson Sheriff’s Office, the York County Division of Fire and Life Safety, the local contribution to the York County School Division, parks, courts and a host of other expenses.
The supervisors are scheduled to adopt their budget May 6. McReynolds said at a February work session he does not anticipate needing to raise the real estate tax rate, which is a primary generator of local revenue for York County.
Other than McReynolds’ projection of a stable tax rate, little has been said about the projected budget. McReynolds and other county staff members did present proposed capital spending — infrastructure and technology costs — for fiscal year 2015 at a March supervisors’ work session, though their presentation contained only slight adjustments from fiscal year 2015 capital spending outlined in the county’s 10-year capital improvements plan.
McReynolds said then the $10.2 million in projected capital spending for fiscal year 2015 will not require any debt.
The presentation of a proposed budget will shed some light on potential local contributions to YCSD. The school board starts its budget process before the supervisors. That has caused uncertainty among the board as to what to expect in local funding. Delays in the state budget — the other main source of funding — have compounded the uncertainty.
The supervisors approved a $130.1 million budget for fiscal year 2014. That budget featured a 1-cent real estate tax hike, pushing the rate to 75.15 cents per $100 of assessed value.
YCSD Superintendent Eric Williams proposed a budget in February, asking the county for $2.9 million in additional local funding. The additional funding would represent a 5.8 percent increase from the county’s contributions in fiscal year 2014.
McReynolds will make his budget presentation starting at 6 p.m. Tuesday at York Hall. The presentation is open to the public.
