County Administrator to Present Proposed Budget at Tuesday Supervisors Meeting
County Administrator James McReynolds will present his proposed 2014 budget at the Tuesday meeting of the York County Board of Supervisors.
The presentation of McReynolds’ budget is the latest step in the budgeting process which began in January and is expected to conclude in May, when the supervisors are scheduled to vote to adopt a budget for the next fiscal year.
The supervisors will also conduct a pair of public hearings. One would amend the York County code to change the due date for the first installment of real property and personal taxes from June 5 to June 25 while eliminating the requirement to file a personal property tax return in various circumstances.
Instead, the county’s Commissioner of the Revenue would follow other Virginia jurisdictions by having the commissioner examine Department of Motor Vehicle records and other records to determine the tax status of individual items, according to a memo from McReynolds. Changes in the tax status of motor vehicles, trailers, semi-trailers and boats would be noted when the taxpayer files an exception with the commissioner.
The first installment of taxes on real estate, personal property and business machinery and tools would be moved from June 5 to June 25. The delayed payment date will give the supervisors more time to adopt a budget while giving the county treasurer enough time to send out tax bills prior to the tax due date, according to a memo from McReynolds.
Other proposed amendments to the county code would give taxpayers a short grace period with a reduced penalty for delinquent tax payments. If the county received taxes no later than the month when the tax is due, the penalty would be 2 percent rather than the current 10 percent.
The other hearing is for a resolution to adopt an easement on the property of Christopher A. Easley to facilitate construction of the Waterview sewer project. Virginia code stipulates that a public hearing must be held when easements are placed on private property to construct public utilities.
Watermen’s Museum to Open Saturday
The Watermen’s Museum will open for the year at 10 a.m. Saturday.
The museum will be open on weekends from 10 a.m. to 4 p.m. until April 2, when the museum opens for the regular season. Hours will then shift to 10 a.m. to 4 p.m. Tuesday through Saturday and 1 p.m. to 4 p.m. on Sundays. These hours run through Thanksgiving.

Peninsula Youth Orchestra to Host Lollipop Concert Tonight
The Peninsula Youth Orchestra will host its annual Lollipop Concert at 6 p.m. today in the Tabb Library meeting room.
The orchestra features middle and high school students, college students and young adults. The concert is free and open to the public.
York Supervisors Need Applicants for Colonial Behavioral Health Board
The York County Board of Supervisors is seeking applicants from county residents who want to serve on the Colonial Behavioral Health Board in the event of future vacancies.
The regional board provides administration and coordination services for mental health, mental retardation and substance abuse programs. Meetings are the first Tuesday of each month at 4 p.m. at the Colonial Behavioral Health office in Williamsburg.

Yorktown Trolley Returns Saturday
The Yorktown Trolley will start its 13th season Saturday.
The trolley will run from 11 a.m. to 5 p.m. daily from Saturday through May 24. The trolley will run from 10 a.m. to 5:30 p.m. from May 25 to Sept. 2 and from 11 a.m. to 5 pm. Sept. 3 through Nov. 3.
The trolley is free and makes several stops throughout Yorktown, the Yorktown Victory Center and Riverwalk Landing.
Naturalists to Host Bluebird Workshop
Master Naturalists Lois Ullman and Jan Lockwood will host a workshop from 10 a.m. to noon Saturday at New Quarter where participants will learn about the bluebird monitoring program and how to build a next box for their backyard.
Anyone interested in taking part in the workshop should meet at Shelter 1 in the park. In the case of inclement weather, the event will be held at the Griffin-Yeates Center.

Senior Center to Host Zumba & Yoga Demonstration, Herb Gardening Demonstration
Zumba instructor Melvinia Simon will lead a Zumba class 6:30 p.m. Thursday at the Senior Center of York. Zumba is a Colombian dance fitness program.
Yoga instructor Vicki Cooper will host a 7:30 p.m. yoga class that night. Both demonstrations are free.
York/Poquoson Extension Agent Dan Nortman will provide an overview of herbs common to this area such as basil, rosemary, mint, thyme and lavender. Nortman will also discuss nutrient requirements and pots to use for the herbs.

Teen Book Club Meets Thursday
The York County Teen Book Club will meet from 6:30 to 7:30 p.m. Thursday in the Tabb Library Youth Services Activity Room.
Any teen interested in attending should bring his or her favorite book that has metamorphosis as a theme. For example, consider bringing a book that contains change or deceit, a classic that is modernized or a character that appears to be one person in the beginning but is a different person in the end.
Teen Book Club meetings are held the third Thursday of each month.

The Teen Advisory Board is sponsoring a study guide book swap and sale Saturday in the Tabb Library Youth Services Activity Room.

- From 12:30 to 1:30 p.m. shop for the guides you need
If you have study guides for sale, drop them off from 1 to 9 p.m. Wednesday, 5 to 9 p.m. Thursday, 2 to 6 p.m. Friday or Saturday before the sale.

Bat World Hampton Roads to Present ‘Bats of the World’ Saturday at Yorktown Library
Bat World Hampton Roads will present a program featuring live bats 1 p.m. Saturday at the Yorktown Library.

Spring Leisure Class Registration Now Underway
Registration for spring leisure classes began March 11. You can sign up for drawing, watercolors, aerobics, ice skating, fashion design, roller skating, ballet, tap, jazz and Tae Kwon Do classes. Youth yoga and Zumba will also be offered this year for the first time.
Paws to Read Program Coming to Tabb Library Saturday
Children ages 6 to 12 can come read to a certified pet therapy dog Saturday at the Tabb Library meeting room.
The event starts at 2 p.m. and requires a signed parental permission slip.
