York Notebook: Presidents Day Closures, Supervisors Meeting, Middle School Dance

York County Offices Closed for Presidents Day

All county offices, courts, county libraries, York-Poquoson Social Services, the Virginia Cooperative Extension and the Waste Management Center’s Administrative Offices will all be closed today for Presidents’ Day.

Garbage and recycling collection will operate as normal, and the drop-off facilities at the Waste Management Center will remain open.

York Supervisors to Introduce New Commission Members, Consider Land Reclassification

The York County Board of Supervisors will consider a trio of issues during public hearings at their meeting Tuesday—one that would reclassify land in the Willow Lakes subdivision for development, one for a special-use permit for an accessory apartment and one that would delete the county’s concealed weapons ordinance.

The concealed weapons ordinance was the subject of conversation at the Supervisors’ Nov. 20 meeting, where they decided to table the issue to give time for research and allow enough time to get the word out about a public hearing.

The conversation at that meeting began due to a recommendation to eliminate the fingerprinting requirement for a concealed weapons permit since the General Assembly had passed legislation that barred localities from taking fingerprints for the permits. That discussion led to a broader discussion of the entire ordinance.

York-Poquoson Sheriff Danny Diggs said his office issues concealed weapons charges using the state statute instead of the county ordinance that’s currently in place. He said that as a matter of policy, the York County Sheriff’s Department does not use county ordinances to charge concealed weapons violations since the state does not reimburse for county charges that require jailtime or an attorney.

The proposal to reclassify the land went before the York County Planning Commission at their Jan. 9 meeting where they voted 6-0 to recommend the supervisors approve the proposal.

At the Jan. 9 meeting, the applicant, Kevin Rollins, said he has no current plans to develop the land. The reclassification is to make the property more enticing to developers in the future. The land was never developed even though it was part of the original planned development application for Willow Lakes that was approved in 1995.

“[The proposal] is entirely consistent not only with the Comprehensive Plan but with following through with a plan that’s been around for almost 20 years now,” said Planning Commissioner Christopher Abel at the Jan. 9 meeting. “It’s hardly a dramatic change.”

The proposal for an accessory apartment calls for the apartment to be built on the second story of a detached garage at a residence on Wynne Road. The planners voted 6-0 to recommend approval of that application at their Jan. 9 meeting.

The application for the accessory apartment is necessary since it’s slightly larger than accessory apartments that are allowed in the county by right, according to ordinance.

The zoning ordinance also stipulates the accessory apartment can only be used for family members or guests of the occupant of the main house. Planning Commission Chairman Richard Myer Jr. said he did not want to recommend approval only to see the property owner want to rent out the space in 10 years, but the applicant assured the board that this would not happen.

Softball Registration Underway

Registration is underway for new and returning teams in the York County adult men’s and coed softball program. All registration will end Thursday at 5 p.m. unless the league limit is reached sooner.

The leagues are as follows: men’s east, men’s west, co-ed church and co-ed industrial. The men’s west division plays double header games Monday evenings, while the men’s east plays double header games Tuesday evenings. The co-ed church and industrial divisions play double header games Friday evenings.

League fees are $475 per team. Registration is in person only and can be done at the Parks and Recreation Office on 100 County Drive. The program is open to residents and non-residents. Those who are interested but not affiliated with a team can be placed on a “pool list.”

Don’t Miss Tech Classes at York County Public Libraries

Teen Tech Tutors, a group geared toward teaching adults about iPads, will host a class twice a month at Tabb Library. Classes begin at 4 p.m. and last approximately one hour. Please bring your own iPad, if possible.

York-Poquoson Sheriff’s Office D.A.R.E. Program to Host Middle School Dance

The York-Poquoson Sheriff’s Office will host a countywide middle school and activities night March 1 from 7 to 9:30 p.m. at Tabb High School.

The event is open to all York County students in grades six through eight. An entry fee of $7 will be collected at the door — please bring your school ID for express entry.

There will be a joust arena, an inflatable slide, an obstacle course and games. Ron Herrick’s Magical Mystery Tour will provide DJ services. Concessions will be available for purchase.

York Supervisors Looking for Students to Serve on York County Youth Commission

The York County Board of Supervisors needs students currently enrolled in grades 8-11 who are interested in serving on the York County Youth Commission for the 2013 to 2014 school year.

Anyone eligible who is interested in serving on the commission should return a completed application, which can be found by clicking here, to the York County Parks and Recreation office by 5 p.m. March 6.

The Youth Commission is a way for youth-related needs and issues to make their way to the Board of Supervisors’ attention. Commission members also get a chance to take part in community service projects, learn about county government, sponsor county-wide events and build leadership skills.

Free Pruning Clinic Available Saturday

York County homeowners who want hands-on training to prune plants are in luck: the Virginia Cooperative Extension is offering free pruning clinics from 10 a.m. to noon on Saturday at Ken Matthews Garden Center.
