JCSA to Vote on New Chair, Vice Chair and $1.3 million Bid Award for Sewer Restoration

The James City Service Authority Board of Directors will hold an organizational meeting Tuesday to vote on a new chair and vice chair and for a bid award for pipe rehabilitation.

Tuesday’s meeting is the first of the year for the board so it will first select a new chair and vice chair, establish the 2013 meeting dates and times and adoption of the rules of order. The board will also vote on whether to award a $1.3 million contract to Layne Inline for rehabilitating a sewer line near Ford’s Colony, from just north of Route 5  to an area just north of News Road.

The existing sewer pipe, called Flextran, is made of fiberglass and has a thin coating of cement. The pipes have been failing in isolated areas in the county and are being rehabilitated or replaced.

“The existing Flextran sewer pipe material is inferior when compared to modern products and is subject to catastrophic failure resulting in sewer spills,” said Larry Foster, general manager of JCSA’s memo to the board.

The project will require approximately 11,400 feet of pipe to be relined and 45 manholes to be rehabilitated. The estimate for the project is $2.01 million according to Foster’s memo and funding was included in the fiscal year 2013 budget.
