YORK COUNTY一 The York County Board of Supervisors will consider updates on the Penniman Road corridor, a proposed local sales tax option for school construction projects and three public hearings, including a request to establish a towing and vehicle storage facility, during its July 21 meeting.
Three presentations will come up on the agenda first.
- VACo Achievement Award Presentation
- The county receives an award from James Hutzler, Government Relations Associate, of the Virginia Association of Counties for it’s response to challenges faced by its recycling program..
- Penniman Road Corridor Rehabilitation Project
- The Penniman Road project has been the topic of multiple discussions in York County. This presentation will be given by Abbitt Woodall, Housing Manager.
- Local Sales Tax Option of One Percent for School Capital
The 2026 General Assembly approved legislation allowing Virginia counties and cities to impose an additional 1% local sales and use tax dedicated to school capital projects, if approved by voters through a referendum. County Administrator Mark Bellamy will present the option to the Board.
Following the presentations, the Board will hold a citizen comment period. The County Attorney and County Administrator will then present their reports and requests.
Following a recess, the Board of Supervisors will hold three public hearings listed on the agenda.
- Stanley Park Auto and Mike’s Towing LLC requesting a Special Use Permit
- Stanley Park Auto and Mike’s Towing LLC are seeking a special use permit to establish a towing service, auto storage and impound yard on an 11-acre parcel at 1570 Penniman Road (Route 641).
- Zoning Ordinance Adoption
- The Board will consider an amendment to the county’s zoning ordinance that would define and allow shipping/containerized cargo units to be used as accessory sheds in residential areas. The York County Planning Commission voted 5- 0 to recommend denial of the amendment, while the county administrator recommended approval.
- Donation of Two Easements to Newport News Waterworks for the HRSD Pressure Reducing Station
- The Board will consider granting two permanent 10-foot water main easements on county-owned property to Newport News Waterworks in coordination with existing Hampton Roads Sanitation District utility easements. According to county staff, the easements would not affect the county’s ability to operate on or access the properties. The easements would allow HRSD to acquire a water main needed to operate its building.
After the end of public hearings, the Board will hold a closed session.
The meeting will be held on July 21 at York Hall, at 301 Main St. in Yorktown, at 6 p.m.
