Bicyclist Struck By Vehicle Nov. 18 in James City County Dies, Driver will not be Charged

JAMES CITY COUNTY — A bicyclist struck by a vehicle at the intersection of Monticello Avenue and Casey Boulevard Nov. 18 has succumbed to his injuries, according to police.

Officials said 62-year-old Wesley Wheeler of the 3700 block of Mesa River in James City County died just before midnight Nov. 25 from complications due to his injuries.

At approximately 6:06 a.m. Nov. 18, officials said James City County Police and Fire personnel responded to a report of a bicyclist struck by a vehicle at the intersection. Emergency medical aid was rendered at the scene, and the bicyclist was subsequently airlifted by LifeEvac to VCU Medical Center in Richmond.

The James City County Police Department Crash Team initiated a formal investigation, and said preliminary findings indicated Wheeler was operating an E-Bike on Ironbound Road when he entered the intersection against a steady red traffic signal. He was struck by a 2008 GMC Envoy, driven by a 72-year-old male York County resident, who was traveling through the intersection with a steady green traffic signal.

The driver of the Envoy stopped immediately, along with several witnesses, and contacted Peninsula Regional Emergency Communications. Westbound traffic on Monticello Avenue was temporarily diverted to ensure safety and facilitate the investigation, officials said.

Both the GMC Envoy and the E-Bike were transported to the James City County Law Enforcement Center for further examination. A Williamsburg-James City County Assistant Commonwealth’s Attorney responded to the scene at the request of the Crash Team, according to officials.

Officials said on Nov. 26 the driver of the SUV will not be charged.
