Update: Pedestrian Struck by Cement Truck on Monticello Avenue Dies, Driver Will Not Be Charged

WILLIAMSBURG — An elderly man was struck by a cement truck in the 4600 block of Monticello Avenue in James City County Wednesday afternoon.

Upon arrival, officers said they discovered that an elderly male had been struck by a cement truck while crossing the street using a walker. The individual was found unresponsive at the scene and was transported to Riverside Regional Medical Center with life-threatening injuries, police said.

The victim, 66-year-old Perry Allen Mendel Sr. of James City County, died Thursday from his injuries, according to officials.

The James City County Police Crash Team is actively investigating the incident. A Williamsburg-James City County Assistant Commonwealth’s Attorney also responded to the scene, which is standard protocol when the Crash Team is deployed, according to police authorities.

Preliminary findings indicate that the pedestrian was unlawfully crossing the roadway when the collision occurred.

The driver of the cement truck will not be charged, police said.
