JAMES CITY COUNTY — The James City County Board of Supervisors will meet Tuesday, July 28, at 1 p.m. in the County Government Center Board Room, 101 Mounts Bay Road.
Why it matters: Supervisors are expected to address the $22 million in back taxes owed by Busch Gardens Williamsburg, hear a presentation on a proposed live performance venue, and discuss tax relief for seniors and residents with disabilities and a new curbside recycling contract.

The meeting begins with proclamations recognizing National Night Out 2026 and National Emergency Management Awareness Month.
Supervisors will also receive a quarterly update from the Virginia Department of Transportation and hear a presentation on a live performance venue.

- Authorization to purchase 10 police vehicles for $456,101.
- A $948,853 contract for Phase 1 site preparation at The Moores.
- Renewal of the county’s Microsoft enterprise software agreement for $872,975.82.
- Renewal of EagleView aerial imagery services for $270,157.50.
- More than $946,000 in grant funding for fire programs, behavioral health, victim services, emergency preparedness and opioid prevention efforts.
- Acceptance of $2,165 through the Virginia Forfeited Asset Sharing Program.
- Authorization to submit a Federal Home Loan Bank Affordable Housing Program grant application.

Board discussion items include:
- Senior and disabled tax exemption.
- Government Center update. Monthly update from Assistant County Administrator Brad Rinehimer on the construction of the new James City County Government Center.
- The county will present findings regarding the status of Norge Hall, which was acquired by the county in the spring.
- Staff will brief the board on new regulations regarding the use of Styrofoam containers and explain how the county can remain in compliance.
- Solid waste and recycling services, including updates on the Grove Convenience Center.
Supervisors will also consider awarding the county’s annual curbside recycling services contract.
Behind closed doors
The board is scheduled to enter closed session to:
- Make appointments to county boards and commissions, including the inaugural James City County Community Land Trust Board of Directors, the Clean County Commission and the Williamsburg Regional Library Board of Directors.
- Consult with legal counsel regarding Busch Gardens.
- Discuss a public contract related to the Williamsburg Regional Library System.
