Williamsburg EDA Awards Incentive Grant to Ricky’s Wine Bar

WILLIAMSBURG — A new wine bar is set to bring European and Virginia wine to downtown Williamsburg after the Williamsburg Economic Development Authority voted unanimously at its Jan. 21 meeting to award a revenue-sharing incentive to Ricky’s Wine Bar.

The new neighborhood wine bar is opening at 501 Prince George St.

Ricky’s Wine Bar will offer a curated selection of European and Virginia wines by the glass and bottle, according to the city, complemented by a rotating menu of thoughtfully prepared small plates inspired by the Italian tradition of aperitivo — a time-honored ritual centered on relaxation, conversation, and connection.

The concept is led by chef and entrepreneur Riccardo Rinaldi, who brings more than 20 years of culinary experience, including work in several Michelin-starred restaurants in the United States, the city said. Rinaldi and his wife and business partner, Amber, relocated to Williamsburg in 2024 and have spent the past two years building relationships with local farmers, purveyors, and producers in preparation for opening their first independent establishment.

“Ricky’s Wine Bar is about creating a place where people feel comfortable coming together, whether it’s for a casual glass of wine, a shared plate, or an unhurried evening with friends,” said Rinaldi. “Williamsburg immediately felt like the right community for that vision, and we’re grateful for the city’s support as we bring this space to life.”

The EDA approved a revenue-sharing incentive of up to $10,560 to support exterior improvements that enhance the property’s outdoor dining area, including weather-resistant infrastructure to allow the patio to be used year-round. The incentive will be awarded over time as a partial refund of the local sales and meals taxes generated by the business, the city said.

EDA Chair Odessa Dowdy praised the project as a strong match for the city’s incentive program.

“This is exactly the type of investment our incentive program is designed to support,” Dowdy said. “Ricky’s Wine Bar brings a unique, high-quality concept to our downtown and strengthens Williamsburg’s local hospitality scene. The incentive ensures the city sees a strong return while helping a locally owned business succeed.”

Based on projected sales, the city estimates more than $180,000 in local sales and meals tax revenue over the first five years of operation, making the incentive a positive return for both the business and the community.

Ricky’s Wine Bar is expected to open by the spring of 2026.
