It’s the moment some residents have been waiting for: The application to build a Wawa in Lightfoot is up for a public hearing and vote Tuesday.
The James City County Board of Supervisors will gather for their regular monthly meeting at 5 p.m. Tuesday in the County Government Center Board Room, at 101 Mounts Bay Road.
There are 10 public hearings on the agenda, the second of which concerns the Lightfoot Wawa.
There are also four items under the “board considerations” sections of the agenda, including an item for the Hampton Roads Sanitation District treatment plant expansion in Carter’s Grove.

Wawa project in Lightfoot
During the Tuesday meeting, supervisors will consider an application to turn an existing Exxon gas station into a Wawa at the corner of Lightfoot and Richmond roads.
The Wawa application hit a bump on the road in early February when the Planning Commission voted against recommending the application for approval. Staff also declined to recommend the application for approval.
The applicant, Doswell Ventures LLC, has since made changes to the application, gaining staff approval before the application heads to the Board of Supervisors Tuesday.
Those changes include removing a digital sign and changing the canopy roof design of the gas pumps to better fit the aesthetic required for a community character corridor, which covers the parcel where the Wawa is proposed.
Because the Wawa property straddles the James City County-York County line, it requires special use permits from both localities.
The York County Planning Commission recommended approval of the application in January. It was set for a public hearing at the Feb. 19 York County Board of Supervisors meeting, but was deferred until the March 19 meeting at the request of the applicant, York County Deputy Planning Director Tim Cross said.

HRSD treatment plant expansion
The Hampton Roads Sanitation District request to expand its treatment plant on a parcel in Carter’s Grove is under the board considerations for Tuesday.
The project would be within the 76-acre Carter’s Grove agricultural and forestal district at 250 Ron Springs Drive. To build the project, the parcel of land — which HRSD intends to buy — would be taken out of the protected agricultural and forestal district.
The proposal would add advanced water treatment and aquifer recharge facilities to help reuse treated wastewater, rather than discharging it into the James River as the treatment plant does now.
The facilities would take up about seven acres of the property, HRSD has said.
Planning staff and the Planning Commission have recommended the project for approval. The Agricultural and Forestal District Advisory Committee voted against recommending the project.
“Staff recommends that the Board of Supervisors find the proposal necessary to provide service to the public in the most economical and practical manner and that it will not have an unreasonably adverse effect upon state or local policy,” staff said in a report.

- Request for a special use permit for a contractor’s office and equipment storage by Luxterra Electric Inc. at 121 Leisure Road.
- Request for a special use permit to build a 393-square-foot detached accessory apartment to be occupied by the property owners’ family member at 115 Constance Lane.
- Request for a special use permit to allow for the short-term rental of up to two bedrooms in an owner-occupied single-family home at 3020 Ironbound Road.
- Request to rezone a total of 2.67 acres of land at Ironbound Crossing for commercial, office and institutional uses.
- Request to amend a condition of the adopted proffers to allow a minimum of three affordable units to be offered for rent, rather than for sale at Powhatan Terrace.
- Resolution to authorize and direct the county administrator to execute certain documents necessary for the easements and transfer of the Properties to the Virginia Department of Transportation as part of the Longhill-Olde Towne roads intersection project.
- Consideration of a zoning ordinance amendment authorizing the Board of Zoning Appeals to grant a reasonable modification under the Americans with Disabilities Act or state and federal fair housing laws.
- Consideration of ordinance amendments to address a Code of Virginia change prohibiting mandatory conceptual plans.
- Consideration of ordinance amendment to allow dogs to legally be off-leash in a designated area of a county park.
