WILLIAMSBURG — After eight years leading programs for children with developmental delays and disabilities, Child Development Resources Director of Children’s Services Carla Javier will retire in December.
Javier has led CDR’s children’s services division since 2018, overseeing programs that support children and families during the early years of development.
Her tenure also included a major expansion of CDR’s physical presence in Williamsburg. Javier guided the organization through a six-year capital campaign that resulted in the opening of its new Family Resource Center at 312 Waller Mill Road earlier this year.
The center provides a centralized location for CDR services and brings together children, families, staff and community partners.

“Carla’s impact on CDR is immeasurable,” said Paul Scott, CDR’s executive director. “She has dedicated her career to ensuring children and families receive the support they need to succeed. Her leadership helped expand our reach, strengthen our programs, and bring to life the vision of our new Family Resource Center.”
Javier said she is proud of the work done during her time with CDR.
“Helping children and families has been the greatest privilege of my career,” Javier said. “I am proud of what we have accomplished together and grateful to have been part of an organization that puts families first every day.”
CDR has not announced a successor for Javier. The organization did not respond to a request for comment before publication.
