York County Earns Triple Crown for Financial Transparency

YORK COUNTY — York County recently announced it received the Award for Outstanding Achievement in Popular Annual Financial Reporting for its inaugural Popular Annual Financial Report for the fiscal year ended June 30, 2024, from the Government Finance Officers Association.

According to the county, the award was the final component needed to earn the organization’s Triple Crown Award.

The Triple Crown Award recognizes government entities that have received all three of GFOA’s highest honors for financial reporting and budgeting:

  • The Certificate of Achievement for Excellence in Financial Reporting
  • The Popular Annual Financial Reporting Award
  • The Distinguished Budget Presentation Award

The county said achieving this distinction “places it among a select group of governments nationwide that demonstrate an exceptional commitment to transparency, accountability, and excellence in financial management across both internal and public-facing documents.”

York County added it has received the Certificate of Achievement for Excellence in Financial Reporting for 39 consecutive years and the Distinguished Budget Presentation Award for 22 years. This new recognition completes the trio.

To be eligible for the PAFR Award, the county said a government must also submit its Annual Comprehensive Financial Report to GFOA’s Certificate of Achievement for Excellence in Financial Reporting Program and receive the Certificate for the current fiscal year. Each eligible PAFR is reviewed by judges who evaluate the report based on reader appeal, understandability, distribution methods, creativity and other elements.

The county said receiving the PAFR Award highlights its dedication to making complex financial information accessible and understandable to the public. By earning this recognition — and completing the requirements for the Triple Crown — York County said it not only meets the highest standards set by GFOA but also reinforces public trust by promoting openness in how taxpayer dollars are managed and reported.
