JCC Police: Teen Girl Sexually Assaulted Over Six-Year Period

A 23-year-old James City County man is facing two felony sexual assault charges after a nine-month investigation revealed he inappropriately touched a girl he knew, police said.

In February, the mother of the then 15-year-old girl reported details of the alleged incidents that date back to when the girl was 9 years old, James City County Police spokesperson Stephanie Williams said. Matthew Manning, who is known to the victim, was arrested Tuesday.

The girl told her mother about the incidents in 2013, when the alleged sexual assaults ended, Williams said.

The inappropriate touching allegedly occurred in multiple James City County residences, Williams said. She was unable to say how many alleged instances of sexual assault occurred over the six years.

The investigation is ongoing but authorities do not believe there are additional victims related to the case, Williams said.

Manning is charged with one felony count of attempted rape, sodomy or sexual penetration and one felony count of aggravated sexual battery. He is being held at Virginia Peninsula Regional Jail.
