Riley said while officers were speaking to the suspects, they observed a metallic smoking device near Kerns stuffed with green, plant-like material.

Officers then conducted a search and found 52 items of drug paraphernalia and a small amount of heroin.

All three were arrested and transported to the Virginia Peninsula Regional Jail. They have each been charged with possession of heroin, possession of marijuana and possession of drug paraphernalia.
