JAMES CITY COUNTY 一 The James City County Board of Supervisors will meet Sept. 8 at 5 p.m. for public hearings on the Cardinal Ridge rezoning, real estate tax exemptions, message display signs and helmet requirements for e-bike riders.
The meeting will also acknowledge National Service Dog Month for the month of September. After the presentation, residents will have an opportunity to speak during public comment.
After public comment, the board will consider three items together.
- A grant of $35,000 to James City County Community Naloxone Access and
Overdose Prevention Initiative.
- Zoning amendments to allow the replacement of nonconforming mobile and manufactured homes on individual properties and in mobile and manufactured home parks to comply with state law.
- Grove Convenience Center construction contract
After the board addresses those items, it will hold the public hearings.
- Land use designation change for Eastern State Hospital.
- Cardinal Ridge rezoning around Eastern State Hospital from public land to mixed-use development, with development conditions.
- A proposed change to the development conditions for 5299 and 5303 John Tyler Highway would allow Landtech Resources Inc. to operate a self-storage facility and moving truck business with a special use permit.
- A special use permit to allow Dutch Bros Coffee to operate a coffee shop with a drive-thru at 496 McLaws Circle.
- Homes 4 Life LLC request for a special use permit for a tourist home in an existing single-family dwelling located at 6266 Richmond Road.
- Renewing the Agricultural and Forestal District maps.
- A special use permit to allow the sale and manufacturing of wood products at 9301 Croaker Road.
- A real estate tax amendment that would increase the assessed property value threshold from $150,000 to $200,000 for certain taxpayers and cap the annual tax rate applied to the first $200,000 of assessed value.
- Amending county code to include the helmet laws for those 14 and younger to also apply to riding a motorized bicycle, skateboard, or scooter.
- Amending county ordinances to regulate certain message display signs, including addressing the conflict between restrictions on electronic flashing signs and the right to place temporary signs on private, noncommercial property.
- Reorganization of landscape ordinances.
The meeting will begin at 5 p.m. in the County Government Center Board Room, 101 Mounts Bay Road, Williamsburg. The board’s next meeting is scheduled for Oct. 13.
