Body Discovered Near George Washington Memorial Highway Identified, Woman Charged

YORK COUNTY — The York-Poquoson Sheriff’s Office said Wednesday a Newport News woman has been arrested and charged in the death of a man whose body was discovered Tuesday morning on the shoulder of George Washington Memorial Highway near the Newport News city line.

The Sheriff’s Office said its investigation determined that the body found was that of 43-year-old John Jairo Mosquera of Newport News, who was reported missing on Feb. 8 and was last seen leaving Hoss’s Deli at approximately 1 a.m., a short distance from where the body was discovered. 

Investigators arrested 52-year-old Elizabeth Dodd Castro of Newport News at approximately 6 p.m. on Feb. 11, the Sheriff’s Office said, and charged her with Involuntary Manslaughter-DUI and Hit and Run with Injuries — both felonies.

Elizabeth Dodd Castro is currently in the Virginia Peninsula Regional Jail. 

According to the Sheriff’s Office, at approximately 8:25 a.m. on Feb. 11, deputies responded to the report of a body that was observed lying face down off the shoulder of the southbound lane of George Washington Memorial Highway near the Newport News city line. A passerby had discovered the body while walking in the area.
