The Williamsburg Outlet Mall is being dismantled.
Demolition of the defunct outlet mall is underway, as Armada Hoffler Properties — which co-owns the property with Vistacor LLC — oversees preparation for the six-building Lightfoot Marketplace development.
The outlet mall stood whole Tuesday morning, surrounded by mobile chain-link fence sections that had been in place for days. By Tuesday evening a portion of the building had been demolished, and a pile of rubble sat in a corner of the parking lot.
Required demolition permits were granted for the project within the past week, and the development team had plans to quickly move forward with demolition.
The work is scheduled in phases, with the first phase – focused on tearing down the building – estimated to continue to the third week in September, said Armada Hoffler Senior Project Manager James McRoberts in an email. The next phase of demolition will be focused on the ground, as pavement and curbing are pulled up to make way for the new buildings.
The demolition work is scheduled in phases because the new development will reuse old concrete from the outlet mall site, said Armada Hoffler Development Manager Jennifer Harris in an email.
Construction on the development, which will include a Harris Teeter, Walgreens and another 53,000-square-feet of stores and restaurants, is estimated to be complete by fall 2015.
A site plan for four of the six buildings — including Harris Teeter and Walgreens — was submitted to the county in June, and is expected to go before the county’s Development Review Committee for consideration at its July 30 meeting. The site plan must be approved before construction on the new shopping area can move forward.
Lightfoot Marketplace gained approval from the James City County Board of Supervisors in February, when the supervisors unanimously backed the development plan. Plans for the new shopping area were first submitted to the county mid-2013, after the Williamsburg Outlet Mall announced plans to close at the end of that year.
