City Council will meet twice this week, hosting a public hearing on the 2013 Comprehensive Plan at its Thursday meeting. Council also made several appointments and reappointments to boards and commissions that are effective this month.
City Council to Host Public Hearing on Comp Plan
City Council will seek public opinion about the proposed 2013 Comprehensive Plan at its Thursday meeting.
The hearing will begin at 2 p.m. in the Council Chambers of the Stryker Building. The Comprehensive Plan, approved for recommendation by the Planning Commission on Dec. 19, is the long-range plan for the physical development of the city.
The plan includes proposals for future land use designations, residential density changes (including increased density in the downtown and midtown areas), potential for more housing (the city estimates room for 3,600 new dwelling units), transportation improvements and public facility improvements, including a new Stryker Center and the addition of Capitol Landing Park and College Creek parks.

Council is required by the Code of Virginia to adopt the plan within 90 days of the Planning Commission’s recommending resolution. If approved, Council will begin the process of implementation, which will require five public hearings on various parts of the revisions. The Architectural Review Board will also revise its design review guidelines, with a public hearing schedule to review the changes in July.
At the same meeting, Council will discuss the development schedule for the fiscal year 2014 budget. The process will kick off with a City Council retreat on Jan. 19, with work sessions scheduled for March 25, April 8 and April 15 before Council votes on the proposed budget.
Council will meet for a work session at 4 p.m. Monday, where it will discuss agenda items for the upcoming meeting, and for its regular meeting at 2 p.m. Thursday in the Stryker Building.
BZA to Review Request for Second Story
The Board of Zoning Appeals will host a public hearing on Jan. 8 to review the request of Montgomery and Denise Fleck, who want to build a second floor addition.
The Flecks are seeking a special exception to construct a second story to a legally existing, but nonconforming home, located at 605 Richmond Road. The home is approximately seven feet from the side property line instead of the required 10 feet. The proposed second floor addition would not extend beyond the current footprint of the building.
The BZA will meet at 4 p.m. Jan. 8 in the third-floor conference room at the Municipal Building.
Council Appoints Members of Boards, Commissions
City Council made several appointments at the end of 2012, now effective this month, to city boards and commissions.
The appointments include the following:
- Richard Baker and Scott Spence to the Board of Building Code Appeals, for five-year terms to expire Dec. 31, 2017.
- Bobby Braxton to the Community Action Agency for a term to expire June 30.
- Adam Steely to the Economic Development Authority for a term to expire June 30.
Reappointments include:
- Andrew Edwards and Joe Hertzler to the Architectural Review Board, for four-year terms to expire Dec. 31, 2016.
City Council has also appointed Lt. Donald Janderup to fill the unexpired term of Captain Dave Arnold to the Peninsula Alcohol Safety Action Program, for a term expiring June 30, 2015.
