Hampton Roads Connector Partners, a design-build team, is the contractor for the Hampton Roads Bridge-Tunnel expansion project, Gov. Ralph Northam announced Friday.
“I am proud of the hard work and negotiations that have taken place over this past year to deliver significant improvements that will relieve daily congestion, increase safety, and drive economic growth throughout this important corridor,” Northam said.
The project will cost $3.3 billion and be is expected to be completed complete by Nov. 1, 2025.

According to the governor’s announcement, Hampton Roads Connector Partners will build two new lane tunnels in addition to widening four lanes in following areas: Settlers Landing Road on Interstate 64 in Hampton to the Phoebus shoreline and the Interstate 564 interchange in Norfolk to the Willoughby shoreline.
Hampton Roads Connector Partners is made up of multiple businesses including Dragados USA, Flatiron Constructors and Vinci Construction, who will present the final details to the Commonwealth Transportation Board and the Hampton Roads Transportation Accountability Commission next month.
