Developer eyes 126-unit residential project in Norge

A James City County developer is proposing a three-story apartment complex next to the CrossWalk Church in Norge.

James City County-based AES Consulting Engineers has submitted an initial plan to the James City County planning division for the development of an apartment complex in Norge.

The development, called Oakland Farm, would comprise 126 apartment units and a clubhouse, divided between five three-story buildings. The plan would also require the land to be rezoned, according to James City County planning division documents.

“It’s very, very early in the process,” said Ellen Cook, the principal planner in James City County. “Staff is still reviewing it in the planning division.”

The proposed development, located at 7581 Richmond Road, would be built on a 14.6 acre parcel of land, according to Cook.

The land is currently zoned A-1 Agricultural, and would need to be rezoned as R-5 Multifamily Residential, Cook said.

James City County planning commissioners will have the opportunity to look at the proposed development on Oct. 18 at a Development Review Committee meeting, according to Cook.

“They are taking this case as a consideration item to the Development Review Committee for informal review, comment, and questions,” Cook said.

Then the matter must go before the entire James City County Planning Commission, which will issue a recommendation for the rezoning to the supervisors, who will then consider the matter and make a formal decision as to whether the land will be rezoned.
