New Superintendent Takes Over in York County Schools

The York County School Division’s new superintendent starts work today.

Dr. Victor Shandor’s term as YCSD superintendent officially began Nov. 1, but Monday marks his first day in the office.

“Dr. Shandor has been working closely with our school board and staff during this transition period,” YCSD Spokesperson Katherine Goff said in an email. “We are excited to officially begin our journey with him as our new Superintendent and member of our YCSD team.”

Shandor was hired by the school division Aug. 24 to replace former Superintendent Eric Williams, who left York County in June to become Superintendent of Loudoun County Schools. Chief Operating Officer Carl L. James served as interim superintendent from July 1-Oct. 31.

Shandor comes to YCSD from Fulton County Schools in Georgia, where he served as superintendent from 2011 to 2014. That school division includes 24 schools and more than 25,000 students.

Shandor has more than 20 years of educational experience, including time as principal of the Southeastern Cooperative Educational Programs in Norfolk and director of Exceptional Children’s Programs for Cabarrus County Schools in North Carolina.

Shandor holds a bachelor’s degree from California University of Pennsylvania and a master’s degree in exceptional education from Old Dominion University. He received a doctorate in educational leadership from Wingate University.
