Developer Defers Whittaker’s Mill Proposal for York Supervisors to November

A developer looking to build 222 new homes next to Water Country USA in York County has deferred review of its proposal by the Board of Supervisors by a month.

The developer “indicated they are making adjustments to their proposal,” Assistant County Administrator Mark Carter said at a Planning Commission meeting Wednesday.

The Planning Commission recommended the supervisors deny the application at their Sept. 10 meeting, citing issues with the York County School Division’s overcapacity and its inconsistencies with the county’s comprehensive plan.

The application calls for 112 single-family homes and up to 110 townhomes on 77 acres of land owned by Busch Properties, Inc., a subsidiary of Anheuser-Busch Companies, Inc.

The new development would sit along Winchester and Penniman Roads, which run parallel to Interstate 64. The area would consist of retail shops and houses, along with a 3,000 square-foot clubhouse, a swimming pool, a 1-acre playground, community gardens, parks and a town square.

The developer told commissioners during the Sept. 10 meeting he planned to build commercial development in the 32-acre parcel next to the planned residential development after that was completed.

The application has a second element which calls for a 50-foot right-of-way that would connect the new development to the intersection of Route 199 and Marquis Parkway, where there is already a traffic signal. The road would lead to the proposed commercial space.

That application was approved by commissioners 7-0.

Both proposals will be considered by the Board of Supervisors at 6 p.m. Nov. 21.
