York County School Division Names New Superintendent

The York County School Division has a new leader.

On a unanimous vote Monday night, the county’s school board approved the hiring of Dr. Victor Shandor as the division’s next superintendent.

Shandor, who will come to York County from Fulton County, Ga., was not in attendance at the meeting, but sent a prepared statement regarding his hire.

“The York County School Division has an outstanding reputation for excellence along with a commitment to students, staff and community involvement,” Shandor said in the statement. “As an educator and a father, I am impressed with the array of opportunities provided to meet the needs of every student. I look forward to working with the staff and community in promoting success for all students.”

Shandor will assume his new position Nov. 1.

After the vote, board members reiterated their pleasure with Shandor’s selection.

Board member Page Minter said Shandor was one of several wonderful candidates, and was “personable and engaging.”

“You get that feeling when that individual comes along,” he said.

Board member Cindy Kirschke echoed Minter’s statements, and complemented the public engagement in the process. She said members of the YCSD community were important in developing the criteria used during the superintendent search, and that public meetings helped define what a new superintendent should be like.

Board member Robert George said Shandor’s previous experience in Virginia would be an asset.

“He knows York County,” George said. “He knows exactly what we’re doing here.”

Shandor comes to the Historic Triangle after more than 20 years of educational experience in Georgia, North Carolina and Virginia. Shandor worked for five years as the principal of the Southeastern Cooperative Educational Programs in Norfolk, an educational organization functioning as a regional public school for special and alternative education.

He most recently served as superintendent of Fulton County Schools in Georgia, entering that position in 2011. Fulton County Schools includes 24 schools and more than 25,000 students.

Prior to his work at Fulton County Schools, Shandor served as the director of Exceptional Children’s Programs for Cabarrus County Schools in North Carolina.

Shandor holds multiple degrees, including a bachelor’s degree from California University in Pennsylvania and a master’s in exceptional education from Old Dominion University. He also received an education specialist degree from the George Washington University and a doctorate in educational leadership from Wingate University.

Although Shandor will not begin working in YCSD until November, Chairman Mark Medford said the school division would be announcing opportunities for the community to meet the new superintendent in the coming weeks.

YCSD began its search for a new superintendent after Dr. Eric Williams announced he would leave the school division June 30 to accept the superintendent position with Loudoun County Public Schools.

Chief Operating Officer Carl James has been serving as interim superintendent since July.
