An official interim agreement is now forged between the City of Williamsburg and Stryker Center design team Stemann-Pease Architecure LLC and contractor Daniel & Company.
City Council members officially voted to sign the interim agreement after choosing the design team in December on Thursday.
The six-month agreement allows the expense of $360,000 for design refinement, $149,500 for general conditions, $201,000 for demolition and $375,000 for site development with a maximum amount of $1.1 million to be spent during the six-month period. The agreement calls for the design to continue from now through May, the site development to begin in late April and the construction documents to be completed by the end of July.
At Thursday’s meeting, Vice Mayor Paul Freiling wanted to know if amounts associated with the interim agreement were on track with what was originally proposed. City Manager Jack Tuttle said that in the case of the Stemann-Pease design, the estimates had changed because their original proposal called for a renovation and addition to the existing building.
Freiling also wanted to know how the design process would proceed after council voted on the interim agreement.
“I’d like to stay aware of the process,” Freiling said. “I’d like to be aware of how it’s developing but I don’t want to get in the way.”
A committee of library and city staff will help in the design refinement process with regular updates to city council. Tuttle said the “public design charettes” portion of the process was over as they now have a good idea of where to go with the building design. Once a final design is complete, city council members will vote on its passage.
Tuttle encouraged city council members to get involved with the process and check in with the committee when they are curious.
Under the agreement, general condition costs include everything from providing a temporary office trailer and outhouses to providing transportation for a project superintendent. The three largest costs associated with the demolition will be $70,500 for the actual demolition, $52,500 for backfilling the basement and $38,800 for asbestos abatement.
For site development, the largest two costs will be $130,000 for earthwork and $110,000 for best management practices along with $75,000 for water utilities and fire lines.
When the Stryker demolition process starts, city council meetings will be held in the third floor conference room in the city’s Municipal Building.
The city is building a new community Stryker Center to replace the current Stryker Building on North Boundary Street and house an expansion to the Williamsburg Regional Library. Stryker Center will include library offices, city council chambers and exhibition space.
After a six-month process that included several public forums and design meetings, council members chose a design by architects David Stemann and Edwin Pease.
