Gloucester Names Deputy County Administrator

GLOUCESTER COUNTY — Gloucester County recently announced the appointment of Regine Biggers as Deputy County Administrator, effective Nov. 17.

The county said Biggers brings over 20 years of executive-level experience in local government, with a strong background in municipal operations, strategic planning, and community and economic development. 

Biggers previously served as Assistant Town Administrator for the Town of Bladensburg, Maryland, where she oversaw daily operations, led interdepartmental coordination, managed capital projects, and directed the Town Clerk’s Office, Community Engagement, Public Works Department and Human Resources. During her tenure, the county noted she secured more than $250,000 in grant funding for infrastructure improvements and played a key leadership role in advancing the Town’s strategic priorities. 

Prior to her work in Maryland, Biggers spent nearly two decades with the Town of Bay Harbor Islands, Florida, where she held various leadership roles, including Community Services Director. 

“I am incredibly honored, humbled, and excited to serve as Gloucester’s next Deputy County Administrator,” Biggers said. “Public service is more than a profession for me — it’s a calling. I look forward to working with the Board of Supervisors, county staff, and our residents to help shape the future of this vibrant community.” 

Biggers shared that her priorities will include enhancing operational efficiency, fostering intergovernmental and regional partnerships, and advancing initiatives centered on transparency, innovation, and equity. She also emphasized the importance of meaningful community engagement and maintaining a strong, connected internal workforce. 

“Local government is at its best when we listen, collaborate, and grow together,” Biggers said. “I’m committed to building trust, strengthening communication, and ensuring that Gloucester remains a place where both residents and employees can thrive.” 

Biggers holds a Bachelor of Science in Business Administration, with a minor in Human Resource Management from Walden University. She also earned two master’s degrees: a Master of Public Administration (MPA) and a Master of Community and Economic Development, both from Pennsylvania State University. 

The county said she also holds multiple professional certifications in areas including leadership, emergency management, diversity and inclusion, and public sector operations. 

“I am excited to welcome Regine to our executive team,” said Carol Steele, Gloucester’s County Administrator. “I am encouraged by the vast amount of experience she will be bringing to Gloucester, especially in the areas of human services, where I’m confident she will develop meaningful programs to continue to enhance the quality of life for our residents and add to the experiences of our visitors.”
