YORK COUNTY — York County recently announced the appointment of Earl W. Anderson as the Acting Director of the Department of Planning and Development Services.
In this role, the county said Anderson will oversee the Planning, Development Services, and Building Safety divisions.
He will continue to manage daily operations of the Development Services division, coordinate plan review and zoning enforcement processes and lead a team of professional, technical, and administrative staff. His leadership ensures compliance with County codes and design criteria while maintaining a responsive, customer-focused approach, the county said.
“Earl’s depth of experience, leadership, and dedication to the county make him exceptionally well-suited for this role,” said Mark Bellamy, County Administrator. “We are confident in his ability to guide the department forward during this transitional period.”
With a public service career spanning more than two decades, Anderson brings extensive experience in planning, zoning, and development oversight, according to the county. He has previously served in several key positions within York County, including Planner, Senior Planner, Chief of Development Services, and most recently, Deputy Director of Planning and Development Services. Prior to his tenure with the county, he held planning positions in Richmond and Harrisonburg.
A U.S. Navy veteran, Anderson served as an Aviation Electrician from 1990 to 1994. He holds a Bachelor of Science in Community and Regional Planning from Appalachian State University. The county noted he has contributed to the planning profession statewide through his service on the Virginia Chapter of the American Planning Association Board from 2004 to 2025, serving as President from 2018 to 2021.
