
A former York County Public Works employee is facing several charges after police say he had sexual relations with a 15-year-old boy, whom he met while on the job.
David Camby, 56, is accused of engaging in sex acts in a pickup truck with the teenager in a secluded area behind a shopping center in York County, according to York-Poquoson Sheriff’s Office spokesman Lt. Dennis Ivey.
Although police investigations revealed the sexual acts were consensual and no force was used, Ivey said, Camby is charged with contributing to the delinquency of minor, indecent exposure, taking indecent liberties with a minor, electronic means for procuring minors for obscene material.
Camby and the teenager met a few weeks before the alleged incidents occurred, while Camby was working in the field for York County Public Works, Ivey said. The boy was 15 when the alleged incidents occurred.
York County spokeswoman Gail Whittaker confirmed Camby previously worked for the county in the Utilities Division of the Department of Public Works and that his employment was terminated earlier this month. Camby was also previously employed by James City County and earned an “Outstanding Service Award,” according to county meeting minutes.
Police opened the investigation into Camby after the teen’s mother discovered “inappropriate” text messages between Camby and her son on Feb. 13. The texts discussed sex acts the two previously engaged in, Ivey said.
Upon investigation, police determined there were two separate incidents between the two, one on Jan. 3 and one Jan. 12.
On Jan. 3, Camby picked up the teenager and drove to a cul-de-sac on Scotch Tom Way. Camby exposed his genitals to the teen, then the two drove around the neighborhood and talked, Ivey said. The two did not engage in any sexual contact at that time, he added.
On Jan. 12, Camby picked up the teen near the soccer fields on Wolf Trap Road in York County between 3:30 and 4 p.m. The two drove to a secluded area behind a Farm Fresh grocery store, located at 6500 George Washington Memorial Highway, Ivey said.
Police believe the teen performed sex acts on Camby while in the parked pickup truck.
Camby was arrested March 1 and taken to the Virginia Peninsula Regional Jail.
