York County’s 25-year-old pay plan is being evaluated.
The Board of Supervisors voted unanimously Tuesday to award a $58,600 contract to Evergreen Solutions, a Florida-based consulting firm that will look at the county’s classification and compensation system and make recommendations regarding compensation policies, practices and procedures.
The comprehensive compensation study has not been conducted since fiscal year 2010, when it was cut due to budget restraints. Before 2010, the county’s compensation plan was evaluated every four years.
The consulting firm will develop a comprehensive plan after reviewing job descriptions, salary schedules, classifications and grade methodology, according to a memorandum by Interim County Administrator Mark Carter.
“The end result will be to recommend pay and classification strategies going forward for the county, as well as establishment of a compensation philosophy that promotes attracting and retaining qualified candidates through a competitive salary and benefits structure offering and the ability to progress in a career path subject to satisfactory performance,” Carter wrote in the memo.
A request for proposal states as of October 2014, the county had 267 classifications.
Evergreen Solutions also performed a compensation study for the York County School Division in 2013. The school division awarded a $19,500 contract for that study.
The county study is scheduled to begin this spring and last about six months.
