
A 44-year-old man authorities say took a girl’s clothes off and “hugged” her has received an additional felony charge and an additional misdemeanor charge in connection with the incident.
Melvin Lamont Randall, who will appear in York-Poquoson General District Court for a preliminary hearing at 11 a.m. Feb. 15, now also faces charges of aggravated sexual battery and contributing to the delinquency of a minor.
Randall was arrested Nov. 1 on one charge of taking indecent liberties with a child after York-Poquoson Sheriff’s Office deputies saw him saw him “acting suspicious” while standing next to a vehicle parked in an alley of the 200 block of Old York-Hampton Highway.
Court documents revealed a 7-year-old girl was in the backseat of the car at the time putting on her clothes.
The girl told a deputy she had kissed the man — whom she knew — and he had hugged her, according to the documents.
She later told a trained forensic interviewer at the Sheriff’s Office that Randall “took all of her clothing off and hugged her while sitting in the back seat” of a four-door station wagon, the documents stated.
Deputies responded to the scene in Lower York County after receiving a call about a possible breaking-and-entering, authorities said.
Randall told deputies Nov. 1 he, his 13-year-old son and the 7-year-old girl were out selling doughnuts for a church fundraiser, according to court documents.
In the complaint against Randall, the investigator described the station wagon was filled with Krispy Kreme doughnut boxes. An investigator also found a crumpled napkin containing an unknown substance in the backseat of the car, which he collected.
The documents state a deputy saw Randall emerge from the back seat of the station wagon and move to the driver’s seat. When the deputy asked him to get on the ground, Randall refused.
After several moments, Randall stepped out of the car and was directed to the ground, where the lieutenant held him at gunpoint, according to the documents.
The girl said Randall had engaged in that type of behavior with her on previous occasions, according to the complaint. Court documents said the girl’s “body language, emotions, demeanor and her shutting down” could be indicative of sexual assault in her past.
Lt. Dennis Ivey with YPSO said the additional charges were based on further investigation. He could not provide any more details Monday.
