The York County Board of Supervisors will discuss what they’d like to see come out of the General Assembly next year at their Tuesday meeting. They’ll also go over a proposal to introduce advertising at the Sports Complex. Later this month, Yorktown will host its first-ever Art Stroll.
York BOS to Discuss Legislative Agenda, Sports Complex Ads
The York County Board of Supervisors will discuss its legislative agenda for the 2013 General Assembly session at its meeting Tuesday.
The legislative agenda is used to inform local representatives in the General Assembly of issues that matter to the county. To begin the drafting process, the board will review the past year’s legislative agenda.
The 2012 legislative agenda had 16 items, including a request for the state to not restrict local government authority to establish real estate tax rates and a request to provide localities’ financial assistance with the costs to come into compliance with TMDL requirements to clean the Chesapeake Bay.
In a memo to board, County Administrator James McReynolds said the 2012 legislative program only had one item included in adopted legislation: a request to exclude cell phone numbers for Fire and Emergency Rescue personnel from disclosure under the Freedom of Information Act.
Based on the results of the program’s efforts, the board indicated it might want to reduce the amount of requests in the program for the upcoming year.
“However, I also believe it is important that the County communicate its concerns with the condition of the state’s infrastructure (transportation specifically) and the ongoing shift of responsibility, both service delivery and fiscal, from the state to localities,” McReynolds wrote. “One approach might be to include these concerns in the preamble to the County’s Legislative Program to be submitted for the 2013 General Assembly session and develop a program with several high priority items.”
At the same meeting, the board will review a new proposed board policy on introducing advertising at the York County Sports Complex.
The county limits paid advertising to consumer goods and services, and prohibits political, religious, sexually oriented or advocacy ads or ads relating to alcohol, tobacco or firearms products.
Advertising will be limited to a 2 foot, four-inch by six foot vinyl sign panel attached to the outfield or sideline fencing or a 4 foot by 12 foot plastic sign panel mounted under the scoreboard. The signs will be created and installed by the county.
Applications to advertise will be reviewed by the Recreation Manager or their designee. All ads must be submitted in camera-ready PDF format, and the contract period will be annually from March 1, or from the sign’s installation, to Nov. 15.
The proposed pricing is: $1,000 for scoreboard and $500 for fencing ads for the initial contract period of March 1 to Nov. 15, then $750 for the scoreboard and $300 for subsequent years using the same sign. For replacement of a damaged sign, it would cost $300 for a scoreboard ad and $150 for a fence ad. Find more information here.

Historic Yorktown Hosts Art Stroll
The Yorktown Arts Foundation and York County will celebrate Arts Month in Yorktown with the first-ever Art Stroll from 11 a.m. to 6 p.m. on Sept. 30.
The stroll will works from more than 20 local artists displayed throughout the Historic Village of Yorktown and Riverwalk Landing.
Beginning at 11 a.m., guests will receive a map showing all the locations where participating artists will be available to talk about their unique style and medium of artwork. The map will be available at the Gallery at York Hall located at 301 Main Street, in the Yorktown Freight Shed at 331 Water Street or on the Yorktown trolley.
After the exhibits close at 6 p.m., many of the local restaurants and shops will extend their hours.
The event is free to the public. Free parking is available in several public parking areas throughout Historic Yorktown.
