Elizabeth Walker Panzer (Weymouth Funeral Home & Crematory)

Elizabeth Walker Panzer, 79, passed away peacefully at home on Monday, February 23, 2026 with her loving sisters by her side. Elizabeth was born in Newport News, VA.

Elizabeth was preceded in death by her parents, William Randolph Walker and Jane Walker Bryant as well as her loving husband, Edmund Panzer, of Waterview, VA. She leaves behind two sisters, Shirley Moseley, of Newport News, VA and Bonnie Kraft of Chester, VA; three nephews that brought her so much joy through the years (they were her children too); seven adored grandnieces and nephews as well as many very good friends.

Elizabeth was employed with the City of Hampton from 1972 to 1996 and there, as Assistant City Manager under Bob O’Neill’s leadership, the city thrived. Among other things, Elizabeth was responsible for major projects that included the restoration and return of the old Buckroe Beach Carousel to the city, the merging of Parks and Recreations Departments, and the Beach Replenishment Project, where actual rebuilding of the beach was necessary. Elizabeth spent many hours promoting large city events and doing fundraisers. She obtained degrees from Averett College, William & Mary, and a Master’s Degree in Public Administration from UVA.

Elizabeth was a very private individual, a good listener, less of a talker, quite humble, and she was quick to give credit where credit was due, quietly dismissing most all complements directed at her. She designed her Waterview beachfront home and enjoyed many holidays and special occasions there with family and friends. Her artwork was known to be some of the best locally, but she did it for pure enjoyment. The last years of her life, she got great joy from working in her Williamsburg art room, painting landscapes and flowers. She did many special art projects requested by family and friends.
