VSP Mustang Makes AAST ‘Best Looking Cruiser’ Calendar

The Virginia State Police Mustang placed ninth in the American Association of State Troopers “Best Looking Cruiser” contest, which VSP announced puts it on the 2026 calendar.

This year’s contest reached over 1.8 million views on Facebook, according to the association. The top 13 states’ cruisers will be featured in the 2026 calendar, and all submitted photos will appear on the back cover.

TowneBank Named America’s Best Bank in Study

A recent analysis of 75,478 customer reviews of 108 of the most popular brick-and-mortar and online-only banks across the country has uncovered the best and worst banks in America, and TowneBank was rated the U.S. bank with the best customer experience.

The JG Wentworth study used 122 keywords (words or phrases) related to positive and negative experiences to find the percentage of reviews that indicated a bad customer experience, and the percentage that indicated a positive one. Examples of words used in the study include ‘friendly’ or ‘difficult’, but false positives and false negatives (e.g. ‘not friendly’ or ‘not difficult’) were also taken into consideration, explains to JG Wentworth.

According to the study 93% of all reviews for TowneBank had something nice to say about their experience dealing with the bank. 17.9% of positive reviews mentioned that they would ‘recommend’ the bank, 10.8% said the service was ‘great’, and 8.7% described the staff as ‘knowledgeable’ (the three top appearing words for the bank overall).

Dominion Energy Promotes Baine to Executive Vice President; Announces Retirement of Cardiff

Dominion Energy recently announced the promotion of Edward H. “Ed” Baine to executive vice president-Utility Operations and president-Dominion Energy Virginia.

Baine has been leading Utility Operations — consisting of Dominion Energy Virginia and Dominion Energy South Carolina, together serving more than 4 million customer accounts — since Jan. 1 as president, and has led Dominion Energy Virginia as president since 2020.

The promotion took effect on July 1.

The company also announced the retirement of Michele L. Cardiff, senior vice president, controller and chief accounting officer, effective Oct. 1. Cardiff is responsible for Dominion Energy’s accounting and tax functions. She came to the company in 1996 as a senior accountant and has been in her current position since 2020, assuming responsibility for the tax function in 2022. On Oct. 1, Gary G. Ratliff, vice president-Accounting, will succeed Cardiff as vice president, controller and chief accounting officer. Ratliff is a 17-year veteran of Dominion Energy’s accounting team.

Rosie’s New Kent Invests in Community through Rosie’s Gives Back Program

In the second quarter of 2025, Rosie’s New Kent said itcontributed a total of $33,940 through its Rosie’s Gives Back program to support trusted community partners serving children, veterans, individuals with disabilities, cancer research, education, and law enforcement support across New Kent County and surrounding areas.

Recipients include:

  • $7,500 to Child Development Resources, who empower families with infants and toddlers to overcome developmental challenges through early intervention. They serve the region by addressing disabilities, income-based risk factors, and other developmental concerns.
  • $2,000 to Cold Harbor Ruritan, who support several community-focused causes, including adult day care for seniors and individuals with disabilities, the Special Olympics, and scholarships for graduating high school seniors.
  • $12,500 to Dream Catchers, who provide equine-assisted therapeutic services for children, adults, and veterans. Funding supported the purchase of an additional therapy horse for their stable.
  • $6,500 to the American Cancer Society – New Kent/West Point Relay For Life, who fund cancer research, patient support, advocacy, and local events honoring those impacted by cancer.
  • $1,000 to Shore to Shore and Bottom of the Bridge LaSertoma, who raise funds for student scholarships and support programs such as the New Kent Christmas Mother initiative.
  • $4,440 to Five-O’s Tiki Foundation, who support law enforcement families in times of need and fund youth education programs that promote positive relationships between the community and local law enforcement.

Community nonprofit organizations can request financial, volunteer, in-kind, or other support through the Rosie’s Gives Back program by submitting an online request form.

Williamsburg SAR Marks 250th Anniversary of Virginia’s Response to the Powder Incident on Palace Green

On May 3, the Williamsburg Chapter, Virginia Society, Sons of the American Revolution in conjunction with The Colonial Williamsburg Foundation, presented The Commemoration of the 250th Anniversary of Virginia’s Response to the Powder Incident on Palace Green, Colonial Williamsburg.

Over 40 patriotic organizations presented wreaths, and speakers included John Lynch, President, Williamsburg Chapter SAR, Michael Weyler, President, Virginia Society SAR, Patrick Hannum, Norfolk Chapter, VSSAR and Patrick Henry.

Chesapeake Financial Shares Reports Second Quarter Earnings, Declares Dividend

On behalf of Chesapeake Financial Shares Inc. (parent company of both Chesapeake Bank and Chesapeake Wealth Management), Jeffrey M. Szyperski, Chairman of the Board and CEO, reported earnings for the second quarter of 2025 of $3,145,639 compared to $3,036,512 for the second quarter of 2024.

The reported earnings per share were $0.669 fully diluted as compared to $0.646 for the second quarter of 2024. Total assets ended the quarter at $1,634,601,490, a 7.2% increase from year-end. Nonperforming assets were 0.485% as of June 30, compared to 0.328% at year-end, according to the announcement.

At its July 18 Chesapeake Financial Shares Board of Directors meeting, the board declared a quarterly dividend of $0.16 per share effective Sept. 1, payable on or before Sept. 15.  The company noted it has increased its dividend for 32 consecutive years. The stock currently has a 3.07% dividend yield.

JCC Representatives Attend NACo Conference in Philadelphia

James City County Board of Supervisors members Ruth Larson (Berkeley) and Barbara Null (Stonehouse), and Assistant County Administrators Jason Purse and Brad Rinehimer recently attended the 2025 NACo Annual Conference in Philadelphia.

The County called the National Association of Counties Annual Conference the premier gathering of elected and appointed officials from the nation’s 3,069 counties, parishes and boroughs. Conference content includes discussion of federal policies impacting counties, workshops lifting up county best practices, engaging general sessions and more.

Larson led a workshop on America250: County Stories, National Spirit. Representatives from Berks County, Pennsylvania, and Saratoga County, New York, joined Larson in highlighting how counties are planning and preparing to commemorate the 250th anniversary celebration of the signing of the Declaration of Independence.

Larson also serves as the NACo Credentials Committee Chair. The committee supervises and ensures the integrity of NACo’s voting credentials process for the Annual Business Meeting. Learn more about NACo at naco.org.
