JAMES CITY COUNTY — James City County Police Department (JCCPD) is looking for a man charged with two felony counts of strangulation.
According to a post on the JCCPD Facebook page, Kelvin Eugene Gardner, whose last known address was on Capital Landing Road in Williamsburg, is wanted by the Williamsburg-James City County Juvenile and Domestic Relations Court. His date of birth is Aug. 24, 1990 and stands 5-feet, 10-inches tall and weighs 145-pounds.
